		<title>On November 4th, 2009, Virginia established a rebate program for the installation of solar photovoltaic panels for businesses and homeowners. Virginia alloted $15 million for the program.  Unfortunately it was not enough and within 14 days the program was filled and suspended.  Which leaves everyone who did not reserve a spot in the program hoping that Virginia will add more money, but given the economic downturn in the state, that is not likely.  There is still a Federal Tax Credit of 30% of the total installation costs available to everyone, regardless of whether they have a political connection or not.  There is also the difference in the amounts solar installers will charge to do the installations that can make a difference.</title>
